asked Her Majesty's Government:

In view of assurances given by the then Government to the British people during the 1975 referendum campaign on continued EC membership about concerns over EC economic and monetary union, what arrangements are to be made for consultation with the people before any decisions are made at the forthcoming intergovernment conference.

The Government will ensure that full consultation about EMU will continue both in Parliament and elsewhere about these issues. Any amendments to the Treaty of Rome could only enter into force after ratification by national legislatures. In the UK this could only be after implementing legislation approved by both Houses of Parliament in the usual way.
