§ Mr. Chris PattenNo: I understand that a representative of the Health and Safety Executive has already visited the plant and is satisfied that improvements have now been made to the system which failed. CFC-113 is not itself a toxic substance and this release has not imperilled achievement of our obligations under the Montreal protocol. Nevertheless avoidable releases of ozone-depleting chemicals are regrettable.
