§ Lord James Douglas-HamiltonIslands and district councils have discretionary powers under section 26 of the Local Government and Planning (Scotland) Act 1982 to provide, equip and maintain fixed or moveable public conveniences in such places as appear to them to be suitable.
My right hon. and learned Friend has no plans to introduce legislation on standards of hygiene in such places.
