Figures showing public expenditure on labour market programmes as a percentage of GDP and which separately identify labour market training for adults and young people, are published in "Labour Market Policies for the 1990s"—OECD 1990. This OECD publication also draws attention to the methodological difficulties in attempting to arrive at internationally comparable data, the principal one stemming from the different institutional arrangements in individual countries, and it advises caution in interpreting the figures.
