A child's name is normally entered on the register when a multi-disciplinary case conference concludes after assessing all the available information that an inter-agency plan is required for the care and protection of the child. We see no need to introduce a formal right of appeal against the administrative decision to register a child. Parents have full statutory rights of appeal to the sheriff court, against any decision made subsequently by the children's hearing to impose compulsory measures of care for a child.
