§ Mr. WaldegraveMr. Shevardnadze's letter proposed a ban on all nuclear weapons from Baltic waters, airspace and the sea bed. My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs' reply made clear that, while we agreed on the importance of maintaining stability in northern Europe, we did not believe that a nuclear-free Baltic would contribute to the security of that region.
