§ Mr. EggarThe St. Helens TVEI pilot programme, which started in 1986, has a budget of £2 million. A total of £1.3 million has been spent up to 31 March 1990. St. Helens enters the extension phase of TVEI in September 1990. A sum of £238,000 has been offered for the first year of the extension phase.
