To ask the Secretary of State for Foreign and Commonwealth Affairs what is his Department's assessment as to the implications for the chemical weapon convention talks of the United States' policy to continue production of binary chemical weapons after a chemical weapon convention has been signed.

We are aware of the press speculation last year about United States policy. However, the United States has made no proposal to amend the provision in the draft chemical weapons convention under negotiation in Geneva that would prohibit the production of chemical weapons immediately upon the convention's entry into force.
