To ask the Secretary of State for Energy what further proposals he has to assist low-income households with their heating bills.

The Social Security Bill, which received its second reading on 22 January, provides powers for my right hon. Friend to make grants towards the cost of measures to improve energy efficiency in low- income households. My Department will be issuing a consultation document on the proposed grant scheme shortly.
