To ask the Secretary of State for Scotland if he will make the number of Road Traffic Act convictions a necessary declaration for those companies bidding for bus routes.

No. Companies wishing to operate a local bus service, whether commercial or under contract to local authorities must hold a PSV operator's licence. In deciding whether or not to grant an operator's licence, the traffic commissioner takes into account relevant convictions of the operator or his employees. Licence holders are required to make known to the traffic commissioner details of convictions during the currency of the licence.
