§ Mr. Peter MorrisonInvestment in energy efficiency measures is a matter for individual consumers and the information requested is not available; where the Government are directly responsible, we have begun a campaign which is expected to lead to Government Departments increasing their investment in energy efficiency by up to 10 per cent. of their annual expenditure on energy.
