To ask the Prime Minister what assessment she has made of the level of transfer of direct responsibility to the European Community since the passage of the Single European Act; and if she will make a statement.

The Prime Minister

The Single European Act's main objectives, in particular the programme to complete the single market, are being fulfilled, but the SEA did not fundamentally affect the institutional balance in the Community. The final word remains with member states in the Council of Ministers, who remain accountable to their national Parliaments.
