asked Her Majesty's Government:

Whether they are satisfied that their estimated figures for the community charge in 1990/91 for inner city boroughs took sufficient account of the impact of inflation and the cost of introducing an education service, especially for boroughs with a no-growth budget this year (except in inflation and education), and with a prudent spending record.

Yes, I am satisfied. Standard Spending Assessments for Inner London boroughs are £429m, or 26 per cent. higher than the 1989/90 equivalent Grant Related Expenditure Assessments, adjusted for changes in functions: £243m of this represents an increase in the education element for inner boroughs.
