Copies have been distributed to various members of the public, trade unions, law centre offices, colleges of further education, universities, Conservative trade unionists, solicitors, citizens advice bureaux, libraries (including House of Commons), and Department of Employment group offices and journalists. In addition, copies have been distributed to the French and German embassies, Industrial Society, Labour Relations Agency (Northern Ireland), Conservative party central office, Social and Liberal Democratic party Whips' office, Institute of Personnel Management and the Newspaper Society.
