To ask the Secretary of State for Health if he will issue guidance to local authorities that people on income support or an equivalent level of income should be exempt from charges for services such as home help.

We have no plans to do so. Anyone who feels unable to afford local authority charges for domiciliary care can make representations to the authority which may reduce the charge to the amount it considers reasonable for him or her to pay.
