§ Mr. Atkins[holding answer 8 January 1990]: The Department has encouraged the formation of local liaison groups between highway authorities and utilities. It has been discussing with the Association of London Borough Engineers and Surveyors the formation of a London joint utilities group. It chaired the group which last year produced a written understanding between highway authorities and utilities in London docklands on the timing and co-ordination of works.
