To ask the Secretary of State for Foreign and Commonwealth Affairs whether he has any information on the steps taken by the Soviet Government to control those activities of the Russian nationalist group Pamyat which are a threat to human rights.

There are encouraging signs that the Soviet authorities are prepared to take action when nongovernmental organisations such as Pamyat are in breach of the law. On 15 February the Moscow city procuracy opened criminal proceedings against Pamyat under article 1 section 74 of the Russian criminal code which coversdeliberate actions aimed at causing national or racial emnity or discord". On 21 February the Soviet Ministry of the Interior announced that it was investigating an incident at the central house of writers at which Pamyat allegedly broke up a meeting of reformists.
