§ Mr. LangI refer the hon. Member to the reply that I gave him on 26 February 1990, (Official Report, col. 84–85). I would like to clarify one point in that reply. Although the North of Scotland Hydro-Electric Board informed me about various detailed aspects of the development, including the identity of possible large customers earlier this month, as I informed the hon. Member on 26 February, it had informed me in November 1989 of the possibility that it might wish to involve itself in the development at some future date
