Whether they have any proposals for dealing with the problem of CFCs entering the atmosphere from refrigerated merchant ships and refrigerated containers, in relation to the Montreal Protocol.

The UK is pressing for a strengthening of the Montreal Protocol to cut CFC consumption and production by 50 per cent. in 1991/92, by 85 per cent. in 1995/96, with a phase-out by 2000. I understand leakage of refrigerant from all forms of refrigerated transport is very low. Most refrigerated merchant ships use HCFC 22, which has an ozone depleting potential one-twentieth that of CFC 12. HCFC 22 is not controlled by the protocol.
