Mr. Norman Hogg

To ask the Secretary of State for Scotland how many jobs have been lost and how many gained in each of the past five years in the Scottish new towns.

[holding answer 12 February 1990]: The tables show the total employment and net employment change in each of the Scottish new towns for each of the past five years. The information is taken from annual employment surveys undertaken by each new town. Although new town annual reports give some information on job gains and losses, this is not available on a consistent or comprehensive basis.

1. The local income tax rate for Scotland has been estimated for 1989–90 by dividing the total amount to be raised from the community charge (including the water charge) by an estimate of the yield of 1p on the basic rate of income tax for Scotland.

2. The income tax rates by authority assume resource equalisation ie that the yield of 1p in the £ is the same per adult in all areas.
