To ask the Secretary of State for the Home Department what compensation terms he is offering to companies who had invested in designing the technology necessary to introduce a football identity card.

The question of compensation does not arise. The companies responded in competition to the invitation to tender for the national membership scheme issued by consultants on behalf of the football authorities. The companies were fully aware that in considering whether to implement the scheme the Government would take account of Lord Justice Taylor's final report on the Hillsborough stadium disaster and that the Football Membership Authority would not be appointed until a statutory instrument had been made subject to annulment in pursuance of a resolution of either House of Parliament.
