§ Mr. CopeContinuing terrorist activity requires the police and armed forces to take measures for the protection of life and property and the police and Army do their utmost to keep any resulting delay and inconvenience to a minimum. The Government hope that all law-abiding citizens will understand the need for these measures and co-operate with them since they are taken for the benefit of the community at large.
