To ask the Secretary of State for Social Security what process was used to determine the allocation to local Department of Social Security offices of the £3 million released from the social security contingency reserves.

The additional allocations to local offices were made from money recovered during 1989–90 from social fund loan repayments. I refer the hon. Member to my reply to the hon. Member for Leeds, West (Mr. Battle) on 31 January 1990 at columns194–95 regarding the basis on which those allocations are made.
