To ask the Secretary of State for Employment if he will make it his policy to ensure that at least one person on each training and enterprise council has experience of working with young people with special needs; and if he will make a statement.

Training and enterprise councils (TECs) are independent companies which will appoint their own board members subject to the criteria laid down by my Department.

However, to be effective and credible TECs will need to establish local partnerships and collaborate with a wide range of local interests and organisations including bodies representing young people with special needs.

To ask the Secretary of State for Employment if the contracts with training and enterprise councils will include national targets to guarantee the quality of training for young people with special needs under the new arrangements for youth training; and if he will make a statement.

Each training and enterprise council (TEC) will be set an agreed performance-related target for the number of people with special needs who start training. Each TEC will in addition need to set out in its business plan proposals for ensuring that those young people in its area with special needs are properly identified and assessed and given access to quality training leading to qualifications appropriate to their individual levels of ability.
