§ Mr. Heathcoat-AmoryThe Audit Commission's annual report for the financial year ended 31 March 1989 identified total achievable financial savings or added value 763W (arising from service improvements) of £920 million for projects undertaken by local authorities between 1983 and 1989 but concluded that at 31 March 1989 savings of only £372 million had been fulfilled. The report notes, however, that the rate of improvement by authorities in implementing achievable savings has increased steadily.
