§ The Prime MinisterAt 31 December 1989, approximately 6 per cent. of people in the United Kingdom reported to have AIDS were haemophiliacs who may qualify for payments from the Macfarlane trust. The trust was set up with an ex-gratia payment from the Government in recognition of the wholly exceptional circumstances of people with haemophilia and HIV.
