To ask the Secretary of State for the Environment (1) how he reached a scaling factor of 1.00026898014558 for other education in table C of the calculations for Grimsby's standard spending assessment; what this means; and what the effect of this scaling factor is on the calculations;

(2) how he reached a scaling factor of 1.00000302142846 for secondary education in table C of the calculations for Grimsby's standard spending assessment; what this means; and what the effect of the scaling factor is on the calculations;

(3) how he reached a scaling factor of 1.00000076166512 for children's personal social services in table C of the calculations for Grimsby's standard spending assessment; what this means; and what the effect of this scaling factor is on the calculations;

(4) how he reached a scaling factor of 1.0000000836736 for police in table C of the calculations for Grimsby's standard spending assessment; what this means; and what the effect of this scaling factor is on the calculations;

(5) how he reached a scaling factor of 0.999210311847682 for fire in table C of the calculations for Grimsby's standard spending assessment; what this means; and what the effect of this scaling factor is on the calculations;

The scaling factors are calculated as described in paragraph 3.3 of section 3 of the Revenue Support Grant Distribution Report (England) approved by the House on 18 January. None of these factors is used in calculating the standard spending assessment for Great Grimsby since they are used in the calculation of elements for services not provided by Great Grimsby as a non-metropolitan district authority.

(2) how, with reference to paragraph 3.29 of his Revenue Support Grant Distribution Report (England), the figure of £464.33 is arrived at; how poll tax payers and council officials can check its validity; and what effect the choice of this figure has on the standard spending assessment arrived at for Grimsby;

(3) how, with reference to paragraph 3.29 of his Revenue Support Grant Distribution Report (England), the figure of £7.11 is arrived at; how poll tax payers and council officials can check its validity; and what effect the choice of this figure has on the standard spending assessment arrived at for Grimsby;

(4) how, with reference to paragraph 3.29 of his Revenue Support Grant Distribution Report (England), the figure of £556.93 is arrived at; how poll tax payers and council officials can check its validity; and what effect the choice of this figure has on the standard spending assessment arrived at for Grimsby;

The amounts referred to in the Revenue Support Grant Distribution Report (England) were arrived at by my right hon. Friend after full consultation with local authority representatives. They have no effect on the SSA for Great Grimsby since, as a non-metropolitan district, Great Grimsby is not responsible for the services to which these indicator weights relate.

(3) how, with reference to paragraph 3.26 of his Revenue Support Grant Distribution Report (England), the figure of £33,771 is arrived at; how poll tax payers and council officials can check its validity; and what effect the choice of this figure has on the standard spending assessment arrived at for Grimsby.

They have no effect on the SSA for Great Grimsby, since, as a non-metropolitan district, Great Grimsby is not responsible for the services to which these indicator weights relate.
