To ask the Secretary of State for Wales if he will name the current members of(a) each community health council in Wales, (b) each district health authority in Wales, (c) the all-Wales advisory panel on the development of services for people with mental handicaps, (d) each family practitioner committee in Wales, (e) the health policy board and (f) the health promotion board who have been appointed by himself or his predecessor either soley or in conjunction with other Ministers; and what is their attendance record at meetings (i) since their appointement and (ii)during 1989.

  1. (a) Expenditure on administration in general (including relevant staff costs and computerisation) was 14 per cent. of the total.
  2. (b) Users of the Sports Council for Wales' facilities are charged a commercial fee. The costs of any meetings or conferences arising from the Sports Council for Wales' work are subsumed in the administrative costs.
  3. (c) No payments are made for attending meetings. The total expenditure on reimbursement of members' travel and subsistence costs for 1988–89 was 0.4 per cent. of the total expenditure of the council.
  4. (d) Nominees from outside bodies who attend council meetings receive no payment from the Sports Council for Wales.

None. There are six panels of chairmen in Wales, whose members chair meetings of ADHACs on an ad hoc basis. One member of the panel chaired an ADHAC meeting in 1989 but he did not claim his fees or expenses. The minimal servicing costs for the meeting were absorbed by my Department.

Between March 1989, when the group was established, and December 1989 accommodation and catering costs totalled approximately £1,055 and members' travel and subsistence costs approximately £1,238. The chairman of the group is paid £11,393 per annum; no other allowances are paid to members.

Total expenditure by the Wales tourist board during 1988–89 was £11.709 million. Of this, £4.060 million or 34.7 per cent. is attributable to operating or administrative costs. Details of expenditure on meetings and conferences is not separately identifiable. Allowances for attending meetings are met from within the total travel and subsistence element of the board's operating costs, amounting to £0.337 million or 2.9 per cent. of the total expenditure in 1988–89.

In the period April to October 1988, actual salaries for part-time commitment paid to the chairman and other members of the board were £23,913 and £4,725 respectively. These rose to £24,234 and £4,790 in the period November 1988 to March 1989. In addition, board members were entitled to claim within an authorised scale travelling and incidental expenses incurred on the business of the board.

The Welsh committee for postgraduate pharmaceutical education receives funding from my Department and from other sources. It is therefore not possible to provide a figure for total expenditure. However, my Department in the financial year 1988–89, provided funds for(a) the maintenance of the office of the director, his staff, and for some limited courses for hospital pharmacists in the sum of £71,938; and (b) a further £15,000 was expended on providing courses for community pharmacists.

Of the sum at (a) above, 80.77 per cent. was expended on administration in general, and 3.39 per cent. on members' allowances for attending meetings. There was no expenditure on the hosting of meetings, and since the committee has no nominees, there was no further expenditure under this heading.

The Welsh committee on drug misuse is an advisory committee and as such does not have an operational budget. The only expenditure associated with it is as follows:

  1. (a) Secretariat and administrative support is provided by staff of my Department as part of their wider duties.
  2. (b) £4,601.18 (1988–89).
  3. (c) Travel and subsistence claims are where possible met by employing authorities or organisations. Where this is not possible they are met centrally. The amount for 1988–89 was £2,198.06.
  4. (d)Appointments are unpaid although a financial loss allowance is available to eligible members. The amount for 1988–89 was £206.25.
