HL Deb 12 February 1990 vol 515 c1239WA
Lord Kennet

asked Her Majesty's Government:

Whether they will list the countries which, along with the United Kingdom and China, have indicated they will apply the United Nations' Convention on the Rights of the Child only from birth and not from conception; and whether this is comparable with the text of the convention's preamble.

Lord Reay

As no states have yet ratified the Convention on the Rights of the Child, there are no reservations or interpretive declarations to indicate how it will be applied. We are actively considering the United Kingdom's approach to ratification.
