asked Her Majesty's Government:

Whether Members of the House will be liable for the community charge in respect of accommodation which they occupy for the purpose of attending the House.

From 1st April, Members of your Lordships' House will be liable to pay a standard community charge on any domestic property which they own or lease and which is not used as a sole or main residence. Your Lordships will be able to offset the cost of one standard community charge in respect of additional accommodation which they occupy wholly or mainly for the purpose of attending the House against the overnight subsistence element of Peers' reimbursement allowance, which they can claim for those days on which they attend the House. No allowance is payable in respect of the personal community charge.
