To ask the Secretary of State for Scotland what action he intends to take to ensure that Scottish FPOs will not in the future exceed their quotas.

Fisheries Departments will closely monitor the uptake of United Kingdom quotas by all groups in 1990. As in previous years, Fisheries Departments will close a fishery to any FPO if it appears, on the basis of available catch statistics, that the organisation is near to taking its allocation. Under current management arrangements, any group exceeding its quota to the detriment of others must compensate those who have been disadvantaged in the following year. Latest catch statistics show that various groups, both English and Scottish, exceeded their quotas in 1989 to the detriment of other Scottish and English fishermen.
