To ask the Secretary of State for Wales what steps he is taking to ensure that Welsh Water plc meets its obligations to improve the quality and dependability of supply of water.

My right hon. Friends the Secretaries of State for the Environment and for Wales have recently established a drinking water inspectorate, details of which were given by the Minister for Housing and Planning in answer to a question from the hon. Member for Berkshire, East (Mr. MacKay) on 21 December 1989. The Director General of Water Services also has duties under the Water Act 1989 to ensure that the functions of a water undertaker are properly carried out.
