§ Mr. Alan HowarthFor 1989–90, local education authorities received capital allocations for education. With the introduction of the Local Government and Housing Act 1989, the Department has issued an annual capital guideline to each local education authority for 1990–91, which is one element in the calculation of each local authority's basic credit approval for 1990–91 announced by the Department of the Environment. Table A shows the figures for the Tyne and Wear area. Table B shows the estimated total capital expenditure for the new build for Tyneside's CTC, which will be divided on a ratio of 80:20, split between the Department and sponsors.
