To ask the Chancellor of the Exchequer what are his estimates of the net changes in income to the Exchequer which will follow the introduction of the new rules whereby the age allowance and income limit applies to each person rather than as an allowance to a couple.

When independent taxation is introduced in 1990–91, the cost of giving separate age-related allowances and aged income limits to individuals, rather than giving one such allowance to appropriate married couples, is estimated to be about £25 million in a full year. Aged couples will also gain about £340 million from disaggregating the wife's category B pension and wife's investment income. These estimates are based on a projection of the 1987–88 survey of personal incomes and are provisional.
