I am discussing with the local authority associations and the police guidelines for the establishment of 20mph zones and hope shortly to issue a consultative document. Action by local authorities on these lines will not require legislation.

§ Mr. AtkinsMost urban developments have street lighting, where a 30mph limit automatically applies. It is open to local highway authorities to introduce a 30mph limit on their other roads if, in their view, that would enhance road safety.
