Whether Viscount Ullswater's Answer (HL Deb., 18th December 1989, col. 108) indicates that no "environmental" (or other) assessment was made of the cost of not constructing the Crossrail link before the Government took their decision to defer funding for it.

Viscount Davidson

An environmental assessment for the East-West Crossrail proposal was still being prepared when the decision was taken, and so was not a material factor in that decision.
