§ Mrs. Gillian ShephardThe White Paper "Top-up Loans for Students" outlined proposals for removing entitlement to social security benefits from the majority of full-time students. Draft regulations to give effect to these proposals will be published shortly. They will be referred to the Social Security Advisory Committee in the usual way, and will also be subject to consultation with the local authority associations.
