To ask the Secretary of State for Scotland what rules govern the advertising for sale of public land in Scotland; and if he will make a statement.

[holding answer 24 January 1990]: Advertising the sale of public land is carried out in accordance with instructions issued by the owning body and is general practice except in special circumstances where it is judged that the best overall benefit to the public interest is achieved without advertising. In these circumstances, it is usual for an open market value to be assessed.
