§ Mr. RifkindI attended the meeting of the European Council of Transport Ministers which was held in Brussels on 17–18 December.
I am pleased with the progress made at the Council.
On inland transport, the Council agreed a road haulage package which included a 40 per cent. increase in Community road haulage quotas for each of the years 1991 and 1992; an additional one-off increase in the EC quota to take account of German unification; and measures to be taken in the event of a "crisis" in the road
