§ Mr. ChopeI have concluded that despite the superficial attractions of serialisation, it would not, on balance, be worthwhile. The offences which it was suggested serialisation might help detect are already detected by other means. Serialisation would add unnecessarily to the costs both of industry and the Department's enforcement staff.
