§ Mr. Heathcoat-AmoryIt is open to any organisation engaged in the delivery of energy efficiency services to apply to become a network installer under the home energy efficiency scheme. I understand that, in drawing up the areas for which applications would intially be invited, the Energy Action Grants Agency sought advice from both Neighbourhood Energy Action and Energy Action Scotland.
