Whether consideration is being given to the introduction of suspended sentences in criminal cases in Scotland and, if not, why not.

No. The report of the Review Committee on Parole and Related Issues in Scotland (Cm. 598), published in March 1989, concluded that the suspended sentence would have no advantages over the deferred sentence and recommended that it should not be introduced into Scots law. The Government's response, published in July 1990, accepted the committee's recommendation.
