§ Mrs. Virginia BottomleyThe first phase of community care implementation under the Act begins in April 1991, when authorities will introduce complaints procedures and inspection units and the specific grants for services for mental illness and drugs and alcohol become available. But we know that many authorities intend to implement, at least in part, proposals scheduled for introduction in phases 2 and 3, in advance of the statutory requirements.
