Mr. Wigley

To ask the Secretary of State for Social Security if he will estimate the numbers of additional people who will receive(a) lower rate attendance component of the disability living allowance, (b) lower rate mobility component and (c) higher rate mobility component, if the age limit of 65 years for the receipt of the disability living allowance were removed, and the additional expenditure incurred in total in each case.

Estimates of the additional number of beneficiaries are(a) 250,000 (b) 150,000 (c) 1,350,000. The corresponding expenditure figures in the first full year are (a) £165 million (b) £100 million (c) about £2 billion. All estimates are necessarily subject to large margins of uncertainty.
