§ Mr. BellinghamTo ask the Secretary of State for the Home Department what recent representations he has received about the Brixton remand prisoner Mr. Lorrain Osman; and if he will make a statement.
§ Mr. John PattenMr. Osman is not a remand prisoner. He was committed to custody on 1 June 1987 to await his return to Hong Kong. The case remains unresolved because of the series of appeals which Mr. Osman has initiated against his extradition. A fugitive cannot be surrendered while proceedings on an appeal in this country are pending.
Since November, the Home Office has received about 20 letters relating to the case.
