§ Mr. Scott[holding answer 6 December 1990]: The extent to which people qualifying for a care component before age 65 would be likely to become entitled lo a mobility component after reaching age 65 cannot be predicted with any certainty. It is estimated, however, that the eventual cost could be in the order of £100 million a year.
