What are the international policy objectives and obligations (additional to supply needs) on which they consider the prospects for future crude oil exports to East European countries to depend.

In considering any change to the existing guidelines on the export of crude oil referred to in my answer on 22nd November to the noble Lord's previous question on this subject (LordsHansard WA31), the Government must consider the implications of a change for those countries of the European Community and International Energy Agency which benefit from the existing guidelines.
