§ Mr. JackIt is estimated that in 1991–92 the numbers of employees with earnings above the upper earnings limit for national insurance contributions will be as follows:

§ Mr. JackIt is estimated that in 1991–92 about 3 million employees, a quarter of whom will be men, will have earnings below the lower earnings limit for national insurance contributions. It is also estimated that in that year about 16.5 million employees, split equally between men and women, will have earnings that are between the upper and lower earnings limits.
