§ Miss WiddecombeOn the assumption that by the end of 1990–91 the number of people with personal pensions is 4.5 million, the Government Actuary estimates that the revenue foregone by the national insurance fund in respect of the 2 per cent. incentive will be £600 million in 1991–92.
