To ask the Secretary of State for Social Security if he will estimate the cost to the Exchequer, during financial year 1991–92, of the 2 per cent. incentive payment paid from the national insurance fund to people with personal pensions.

On the assumption that by the end of 1990–91 the number of people with personal pensions is 4.5 million, the Government Actuary estimates that the revenue foregone by the national insurance fund in respect of the 2 per cent. incentive will be £600 million in 1991–92.
