§ Sir Geoffrey HowePresent plans envisage that the first opportunity to establish any such service for those who work in the House will arise with the completion of phase I of the new parliamentary buildings when a small general shop run by the Refreshment Department and selling a limited range of essential items will be opened. Thereafter it is understood that planning for phase 2 will include the provision of a number of retail units.
